M-119 Electric Line Upgrade/Rebuild: Invitation to Bid
Project Scope & Information
You are invited to bid on a general construction contract. The Contract provides for the furnishing of all labor, equipment, and materials necessary to construct the M-119 Lakeshore Drive Rebuild – Phase 1 and M-119 East Reconductor Projects. Project substantial completion dates are December 31, 2019.
The overall scope of the projects includes reconstruction of 1,735’ of three-phase 7.2/12.5kV overhead distribution line with new three-phase #1/0 Hendrix aerial spacer cable construction along M-119 / West Bluff Street from the Pfeffer Street well tap west for 0.33 miles, plus reconductoring 1.25 miles of three-phase 7.2/12.5kV overhead distribution line with new three-phase #1/0 Hendrix along M-119 from Beach Road south to Hiawatha Trail. The distribution lines will remain within the same centerline road (MDOT) ROW. Construction will be aerial spacer cable utilizing 052AWA messenger and #1/0 AL phase conductor. The project includes all necessary work to set new poles, layout existing conductors, to install new conductor, to transfer existing taps, transformers, secondaries, and service conductors, and to remove existing poles, conductor, and hardware plus all necessary traffic control and signage. These projects are being undertaken to improve system reliability in heavily treed areas along main three-phase circuits.
The Owner will furnish certain material as listed in the Project Manual to the Contractor. The Contractor will be required to pickup and transport all material which is supplied from the Owner’s warehouse to the project site and also be responsible for receipt and unloading of large material at the Project site(s).

Bidding documents including drawings, specifications, and all necessary forms for bidders may be examined and/or obtained after July 15, 2019 at the following locations:

No pre-bid meeting will be held for this project. Sealed bids will be received by the City of Harbor Springs (address listed below) on or before 11:00am, local time, Tuesday, August 13, 2019, at which time and place the bids will be publicly opened and read.

Bid security in the form of a Bid Bond in the amount of not less than 10 percent of the total Bid Price must accompany each Bid in accordance with the Instructions to Bidders.
Owner’s Right to Reject Bids
The Owner reserves the right to reject any or all bids and to waive irregularities therein, and all bidders must agree that such rejection shall be without liability on the part of the Buyer for any damage or claim brought by any bidder because of such rejections, nor shall the bidders seek any recourse of any kind against the Owner or Engineer because of such rejections. The filing of any bid in response to this invitation shall constitute an agreement of the bidder to these conditions.
