Invitation to Bid: Unification Beautification Streetscape Project

Project Scope & Information
You are invited to bid on a general painting contract.  The Contract provides for the painting of 34 lampposts located in Downtown Harbor Springs on Main, Bay, and State Streets.  The lampposts are the historic three globe style and do not include the goose necked “Weque” style that are also seen in areas of Downtown.

The work will begin as early as possible, weather permitting, in the Spring of 2025 with a goal of being completed no later than June 15.  If this completion date cannot be met, the work may re-commence on September 1 and must be completed before October 15, 2025. 

The overall scope of the project includes sanding, prepping, and painting the lampposts with the use of an aerial lift.  Ladders are not appropriate for use on the sidewalks and in the parking spaces.  Contractor will be responsible for the safety and protection of pedestrian and vehicular traffic. Any signs that are attached to the lampposts will be removed by Contractor and reattached by Contractor when the painting is completed. Contractor is required to make sure not to spill paint on walks or streets; in the instance that does happen, it is Contractor’s responsibility to clean it up.

The Owner/DDA will furnish the paint to be used and the contractor will provide all other supplies, including the aerial lift.  The contractor will be required to estimate the amount of paint required for the project and to pick it up from the providing vendor. 

Bid Information
No pre-bid meeting will be held for this project.

Sealed bids will be received by the City of Harbor Springs DDA (address listed below) on or before 11:00 am, local time, Friday, February 28, 2025, at which time and place bids will be publicly opened and read.

Bid security in the form of a Bid Bond in the amount of not less than 10 percent of the total Bid Price must accompany each Bid.

Owner’s Right to Reject Bids
The Owner reserves the right to reject any or all bids and to waive irregularities therein, and all bidders must agree that such rejection shall be without inability on the part of the Buyer for any damage or claim bought by any bidder because of such rejections, nor shall the bidders seek any recourse of any kind against the Owner because of such rejections.  The filing of any bid in response to this invitation shall constitute an agreement of the bidder to these conditions.
