2022 East Third Street Project
INVITATION TO BID
Sealed bids for the installation of +/- 1000 feet of water main, +/- 850 feet of storm main, +/- 650 feet of concrete curb & gutter, and +/- 2740 square yards of road rebuild and other related appurtenances, clean-up, services, work and materials will be received at the Office of Benchmark Engineering, 607 E. Lake Street, Harbor Springs, MI 49740 until 10:00 AM, Thursday, December 9, 2021, at which time the proposals will be opened and read. The bid opening is open to the public. NO BIDS WILL BE ACCEPTED AFTER 10:00 AM.
Bid documents, plans & specifications may be obtained at the Benchmark Engineering Offices. Cost for the plans and specifications will be: $10.00 per paper set. There is no charge for electronic plans and specifications. All bidders will be required to register with Benchmark Engineering as plan holders. Failure to register may result in the Bidder not being informed of Addendum, and lack of acknowledgement may result in the bid being rejected as nonresponsive. A pre-bid meeting will be held at 10:00 AM, Tuesday, December 7, 2021 at the Benchmark Engineering Offices.

The successful bidder shall be required to enter into contract with the City of Harbor Springs and to provide proof of Workers Compensation and Public Liability insurances.
Please submit your bid in a sealed envelope clearly marked with “City of Harbor Springs – 2022 East Third Street Project”. The name of the company submitting the bid must also be clearly marked on the outside of the envelope.
The City of Harbor Springs reserves the right to accept or reject any or all proposals and to award to the bidder whose bid best serves the interest of the City. The contract completion date is Sunday, June 12, 2022.
Bidders acknowledge that no contract is created until a written contract is approved by the City Council and executed by the City. The City is allowed to perform additional investigation after Council action and prior to execution of the actual contact.
No proposal may be withdrawn for a period of 60 days from the day of the bid opening.
All proposals shall include a bid bond or bank letter of credit in the amount of 5% of the contract amount.
